Keeping the Peace

Looks like those outsider scavengers have been causing plenty of trouble around the Resort Area. They're taking advantage of all the chaos on the island, and if we leave them alone, things are only going to get worse. We've seen them around the fire station, the eastern military camp, and Halif Travel. Check all three locations and clear out some of the scavengers while you're there. Don't let them keep gathering in force.
