★ Lord of the Underground

Looks like we were right. The scavengers in the Metro Area haven't been acting on their own. Someone's been organizing them from behind the scenes this whole time. The man in charge goes by Ironclad. After everything we've done down there, he's lost a lot of his people, but he's still got a few loyalists around him. Head into the Metro Area, find Ironclad, and put an end to this threat for good.
