Business runs on trust, and if he's going to break the rules, then he needs to pay for it. He's running with his people around Silverwave Bank now. Find the one in charge, Barricade, and teach him a lesson for me. Be careful. He's probably expecting trouble. You shouldn't have much trouble picking him out—he's dressed head to toe in black, all wrapped up like he's got something to hide, and wearing SWAT armor and a helmet.
