Upgrade Terminal: Signal Tracking
That investigation log you brought back says Caleb may have gotten himself into trouble. If you want to find him, you’ll need to unlock the OPS Terminal’s signal tracking first. Caleb planted quite a few listening devices around the island, and those devices leave traceable signals behind. Problem is, terminal needs tracking upgrade module before it can lock onto those signal sources one by one. Scavengers in the Dam area might be carrying them. Go get a few and bring them back to me. I’ll upgrade your terminal.
