★ Judgment

We've finished going through the intel you brought back. Turns out those people causing trouble around the Resort Area do have someone calling the shots. His name's Butcher, and he's at the Workers Dorm. The bank job and everything else that's been happening around here seem to lead back to him. If we let his people keep running wild, they're only going to cause more trouble. Head to the Workers Dorm and take care of Butcher. Make sure you've got the right man—he's covered in tattoos, with black-and-white skull paint on his face.
