I compared the two maps you photographed, and I think I've found the last thing keeping the medical area from coming fully online. Building D at the Old Factory controls part of the local power infrastructure connected to the equipment we're trying to restore. Unfortunately, a group of Scavengers has taken over the area, and their leader is holding the building. As long as he's there, we can't get close enough to the equipment. Could you take care of him for me? Once he's out of the way, I should be able to restore power to the medical area and bring the rest of the equipment online.
